Offline racing Yellow flag

Hello, I am doing offline races on different tracks, and on some tracks show yellow flag at the start of the race, and only 6 cars are left on the tracks, rest stay in pits til end of race.

Other tracks will start will yellow flag at start and will continue with all cars on tracks.

Anybody have experience same issue???

Rolling start or standing start? Any cars or always the same cars? Do the cars run practice sessions normally?

Standing start, no practice session. I have try to see if race weekend do the same, Practice and Quali is ok, race do the same.

Just to point out, it is not on all track this happen.

Odd, never encountered this. There is a situation where some AI will not leave the pits, but that is in any session (solution is editing the eng files to give more torque around the idle rpm).

Is this always with the same cars? What happens if you turn off flag rules?

As I was moving AC to a bigger drive, I got 2 versions, the full version with all my mods, and another version with only the simple Kunos installation, and select simple Kunos installation in CM there is no problem, so some mods/app install gave the problem, which one, I don't know.
