VSYNC problem.... only 30fps and not 60. Any solution?

Hi everybody!
I've this problem on ACC. I set VSYNC ON (as i do in all games include AC, on my FullHD TV) but i have only a stable 30fps instead of 60fps that i have usually on other games.
I try to disable Vsync in the game and force it on via nvidia control panel (and also in nvidia inspector) but without results, because it seems not override the ingame setting....
so, if in game i set Vsync on, i have 30fps, if i set off (even if i try to force via nvidia settings) i have even more than 60fps but with a bad tearing that i dont like.
How can i do to have back my vsync-60fps like in all the other games?

That's how double buffered vsync works - if you're not able to sustain 60 fps, it just drops to 30.

So the solution would be to lower your details until you can sustain solid 60.
 
Seems is not related to something like a "fps cap" based on video settings.
For now i solved by hit twice Alt+Enter when i go on track (on the first the game go on window, on de second it turns back on fullscreen but at 60fps).
But when i come back in the menu, it goes back on 30... So i have to do the Alt+Enter thing any time i go on track.

@Andrew_WOT ACC seems to totally ignore any setting of the nvidia control panel and nvidia inspector
