Track Editor/Creating

How does one get in to doing this with the game? I would like to attempt but I can't find the resources to do it anywhere.

Tracks are similar to GTR2 (and somehow rF1 & Race07)
so tutorials for this games should be easy to find
you can use BTBuilder on Steam to build tracks
