Im not sure of the details, but it makes the game look better, but it does affect framerates

It *can* affect frame rates, it just depends what settings and shaders are activated in the SweetFX config file

Mine went from 105-110 to 85

On my rig I have set at 16QCAA and then in nVidia profiler I turn on FXAA and it gives a very nice picture with no jaggies at all, smooth as butter and about 105FPS

when i copy those files in the game directory,game doesnt start... and if i delete them it start normally again...

If you using MSI Afterburner try to create profile for "F1 2013" in the MSI On-Screen Display server and tick "Enable compatibility with modified Direct3D runtime libraries" in its properties.
