Stuttering sound with max revs

Hi, when I hit max revs in the formula retro/reiza and v12 cars, the engine sound starts stuttering and it sounds horrible, is this normal?

If you hold the rpm just below 17000 it will not stutter. If you
jam the throttle to the max it will sound just like an rpm limiter
has taken over and you can not get it much 17030.
Attached is a rpm plot at the limit, notice its not a solid constant number with max throttle.
