I don't know if you seen the latest ISR 29 but they said about giving away STCC in ISR 30 which I think is next week.

So I think this can be taken 1 or 2 ways:
1. Steam maybe releasing it.
or
2. They got a copy from Simbin.

they probably have steam keys from Simbin. Steam has all the files, it's probably just Atari's distribution deal that is causing the wait

That's no big deal. Play it until you get the full thing if you want - it cannot be patched to the just now latest version (.20) and it cannot be played in any kind of LAN or online mode.
