Some tools doesn't work on 3D window

Hello,
Sorry for my bad english, I hope you'll understand.
I've got problems with 3D window, terrain tool "merge anchor", "fill", "move" anchor vertically, nothing works in 3D window. And when I see video tutorials, I know it's possible.
The problem is for 3D objects, impossible to change the altitude, we can see it only in 3D window.
Never heard about this problem on french forum, may be here ?
What can I do ?

You mean "top view only" ? It was on. I put it off, but nothing changes arty2:

Edit : it's ok, I found it, simply wait one second with right click, and the menu appears.
