Nice to see all the encouraging words here, but this has failure written all over it.

His first rolling start should be quite the adventure.
 
As a top driver you need somone who can sit in the car and follow you. Help keep rivals off. This has been problem at Red Bull Maxis team mates are off his pace making Max do the majority of work. Meaning the team are low in constructors championship.

If this is for real maybe you can indicate your source? Wild claims like this have been circulating for ages but who knows if there's any truth to them. (I seriously doubt that Mercedes would admit to it even if it were true, which would keep it pretty much in the "rumour" zone.)

More ground effect, and mechanical grip, with less complexity in the cockpit I think are all good idea, however...

What if the drivers were allowed to carry special charms in the cars with them? Things like... banana peels, turtle shells, giant mushrooms, and 'stars' among other things?

No, opposite, less aero, that makes cars easier to develop.
