saftey car and ai fix to match real life - this is a mod to make the saftey car more frequent after ai crashes

This is still in testing but i have noticed a huge increase in 100% races. At monaco their was 3 saftey cars compaired to 1 and around russia their was 2 instead of 0

because the ai were already at the stage where i liked it

You chaged the safety car chance to 10, everything above 1 in that tab will be read as 1 by the game.
