agree, players a lap down need to be extremely careful to not interfere with the fast guys' race, call it -8p, whether he waited or not is basically irrelevant because STC rules - if I am not mistaken - stipulate that waiting is not necessary since incident reports will cover all incidents deemed worth reporting. on the other hand, for us to take these data into account, they must be handed in with the report, NOT at some later date, plz.
