From what I understand they will be needing a new file structure. Tracks will need added physics for the rain effect and other things. Cars will need new tire physics. At this stage there's been no mention of the HDV file. (Cars suspension.) Also not much on the sounds has been said but there maybe changes to the SFX files needed. I really wouldn't expect a great amount of public content for at least a couple of months after rF2 is released.

If my memory doesn't cheat me, Gjon Camay said in an interview that mods will need to be converted in order to work in rF2.

they will need some work, they have produced a set of documents with all the information modders will need to get there mods into rF2 and details on how to add the new features that are supported to their existing work.
