rFactor 2 paint new material. Localhost doen't work

Hi everyone.
I've tried to get the carpainteditor url as I would like to give my skin new materials, but there's no way to getting in,
I've opened the port TCP in the router, but nothing yet happened.
Error Conection all the time.
¿Does anyone know the way to access that URL?
