I swear I've gone through it numerous times, but I can't see to find:
The rider salaries etc. are they per race or per season? Because if it's per race, some people could well be entirely screwed.

Yes, riders salary is per season and suppliers are paid per unit. With exception for:
1) engines that you pay 1 year contract worth 4 engines (5 engines for each rider) + each additional used engine
2) tyres are paid before each race, you get 4 compounds and pay for 3.

Pre-Season race 1 - Sachsenring - Practice

We are happy to announce the start of first pre-season test race, which will be held on one of the best moto-racing tracks, on Sachsenring. At the moment 8 teams have announced that they will compete in the first season of moto-racing.
Engine, tyres and chassis suppliers have told that they will give their units for free for this season tests!

Practice session will be run at 18.00 GMT on Sunday 17th January.
Until than, please send commands in next format (you don't need to use all 5 laps):

About fuel, is there any info how much litres are needed for one lap? Or is it to us to figure out during testing how much our engine needs per lap?

It is up to you to figure out. I am still testing how many laps one tank can handle, but for now all races are possible to finish.
