Rain FX and VAO's for 60's Watkins Glen - More detailed stream effects and vao's reworked

More added rain fx detail for Sergio Loro's 60's Watkins Glen. I made a few changes to the wet weather materials for less contrasting grass, and more water reflections/drops on buildings and objects.

I also reworked the vao patch files (original patch file was only 16kb).

Please back up your track before install. Rename or delete watkins_f3ct.vao-patch in the original track folder to make sure there are no conflicts.
