NOpe, Yellow means no pass under, white just means thats where racing surface ends and apron begins (Kansas white line is frequently gone under to make passes and shorten distance around track)

uhm well you can use them
I don't recommend to use them all the time lol
the white also means that that part is flat area. going there might need some extra skill, and you do not want to go below white line in the corners on some track (like Texas )
so be careful

I wouldnt worry too much about that, the best way to gain confidence is to give it a go. You should have seen the last race for the levels of carnage!
