Drivers involved: Patrick De Wit

Verdict:
The appellant's facts are rejected. The Court of Appeal has accepted the WC Race Director's explanation on the procedures observation made by the appellant. The appellant's claim that no rule was broken is also rejected. The Court of Appeal has, however, decided to reduce the 1.0 licence points penalty handed to Patrick De Wit to one of 0.5 penalty points on his licence.

Verdict:
The appellant's facts are partially accepted. Due to special circumstances brought forward by the appellant and the WC Race Direction, the Court of Appeal has decided to confirm the 1.0 licence points penalty to Moises Rondon but making the penalty conditional for a period of 5 races, starting on the British GP. Should Rondon receive any new licence penalty points during the period, he will effectively receive the 1.0 licence penalty points for the Canadian GP, while the new points will be added to this 2nd licence. In addition to the conditional penalty, Moises Rondon will receive a race ban penalty effective for the German GP.

Verdict:
The appellant's facts are accepted. While the Court of Appeal agrees with the WC Race Director that no effective penalties should be handed as the protested lap only happened due to a timing error, the Court accepts the appellant's claim that there was a general careless driving behaviour displayed by Eros Masciulli. The Court of Appeal has decided to hand Eros Masciulli a conditional 2-race ban penalty, to be triggered should the driver repeat a general careless or disruptive driving or behaviour throughout the remainder of the 2013 season.

Verdict:
The appellant's facts are rejected. The Official Warning handed to Zuhaitz Cabo stands. In addition, the Court of Appeal has decided to hand Eros Masciulli an Official Warning.

Non-unanimous verdict detail (Statement by Trayan Sarafov):
White car ( A ) is ahead of Blue car ( B ) arriving in T1. ( A ) is on the inside line in the braking zone of T1. ( B ) brakes late while being on the outside. In the apex of T1 ( A ) takes the correct racing line. ( B ) arrives in the corner late and with more speed and is about to go wide.
( B ) does so and while trying to complete the move, the two cars collide and ( A ) is hit by ( B ). The latter takes the position in T2.
Statement:
( A ) is in front of his competitor the whole time and is on the correct racing line, thus he has the right to defend his position.
The collision is easily avoidable by backing off from ( B ) when obviously the overtaking attempt can't be completed.
In such a tight place, it is not considered doable to complete an overtaking maneouvre without hitting your opponent, which happened.
So in my view ( B ) is to be blamed for hiting his opponent and taking his position.
