Before going straight to the incidents verdicts take into account that there has been some rule changes this year regarding the penalty system and it may seem that penalties are harsher than previous years.
This year with the introduction of the Safety Rating value every driver gets 0.50 SR for a clean race.
That means that if a driver has a penalty of 1.5 penalty points he will be able to recover those penalty points doing 3 clean races (0.50 SR+0.50 SR+0.50 SR) while the previous years the driver had to do 5 consecutive clean races in order to “erase” his penalty points.
Also for this first race the following excel document has been used for all the incidents, but it’s subjected to future changes to try to improve it over the season.

Review: Into T12 Rodriguez squeezes Kolarec over the kurb and wheel to wheel contact is made between the two drivers, causing Kolarec to spin off and in the process lose approximately 8 seconds.

Review: Kolarec is entering the pit lane and Mascuilli is just exiting his pit box, the two are side by side as Kolarec turns to enter his pit box. while Mascuilli is drifting out to the normal line in the pitlane, which is where the contact is made. Both parties could have avoided the incident, Kolarec could have lifted slightly to allow Mascuilli by, and also Mascuilli could have remained straight rather than drifting across the pitlane.
Since there isn’t any specific regulation regarding pitlane behaviour, the guilty party cannot be determined.

Review: De Wit is overtaking Keithley with the use of DRS, but as the pair are side by side Keithley misjudges the situation and drifts back towards De Wit, as Keithley expects De Wit to move back to the rubbered racing line, this causes slight contact between Keithley’s front left tire and De Wits right sidepod. The contact didn’t require either parties to correct their respective cars or take any evasive action.

Review: When in pitlane, Kalamees drives between the pit box and the garages in order to safely get to his pit box. Although Kalamees is not driving through the pitlane in a normal manner, he did not danger any driver while driving on the other side of the pitlane. Moreover there is no rule stating he must stick to the left hand side so no penalty can be applied.

Review: Uusi-Jaakkola is exiting his pit box and Gosbee is turning into his pit box, the duo collide in the middle causing Gosbee to spin, causing him to lose 9 seconds until he placed his car in his pit box. Additionally Gosbee lost a further 14 seconds through optional repairs.

Review: De Wit brakes later than Parisis and dives for the inside from quite far back and locks up in the process, Parisis then turns out of the corner to avoid contact between the two drivers and gets the cut back.

If Parisis turned in and contact was made, then definitely there would be a penalty but since there was no collision it is conceivable that De Wit misjudged the situation and had to dive for the corner to not guarantee making contact with Parisis.

Review: Kostadinov is exiting the pit lane and at T1 himself and Paolini are alongside each other. From the onboard footage the contact between Disley and Paolini was lag contact and did not affect Paolini, who then turned into Kostadinov. The contact between Kostadinov and Paolini did not have a significant impact on Kostadinov since his car only went on the kerb and he lost little to no time.

Review: Huis is attempting to pass Uusi-Jaakkola and he is on the outside on the exit of T2, where he is off the racing line, hits the kerb and loses traction. After correcting the slide Huis drifts into Uusi-Jaakkola, causing contact which results in Huis semi-spinning. Since Huis was the driver drifting across and he was penalised for the incident during the race with the spin and the contact didn’t affect Uusi-Jaakkola, there is no need to take this further.
