Nope, you can't do that. Only thing you can do is change logos. Also, to change the helmet you have to study it.

you don't need to extract the bin files you can maybe import are 3D models so you need 3D model program like 3Dmax or others and try to look if they can import the bins

for skin suits you need two things, or a good experience with photoshop cause there are only one template of custom suits or the same procedure to rider bin, import if it's possible and than create a uv map to export in photoshop to create a template, or last but not least you can skin a new suit over the old creating a own template and using the suit mask without saturation for add shadow layer in photoshop. bye
