In races, AI uses what is called Catchup. That is how Hamilton did a 1:14.1. Only way to turn that off is if you have the PC version of the game and use a mod that disables Catchup.

Did Simon Garratt setup had used Nestroit to fill in the xxx. Driving Season 1 with Virgin I did a 1:20:083 for pole and win. Using all the driver aids as this is the first real driving SIM I've played on the PS3 with no wheel. Made a few errors on my lap.

This set-up above.. worked very well for me both in partial wet Q and dry Race day.. crossed the line in 9th place 1:21-ish.. but due to a 10 sec time penalty as a result of a miss time turn in to turn 1 hitting another driver in the process lol.... I was dumped down in to 11th place.. still very good as I started from 23rd on the grid... 4 my 8th race of the 1st season under Lotus..

Its also a racing game on Xbox & PS3 as well as on a PC... maybe his times are BS maybe they're not, only he would know that.
But there is really no need to call him a noob & tell him to man up just cuz he doesnt use a wheel, it adds nothing to this thread. You must be a very brave keyboard warrior indeed. Perhaps you should just go back to the CM forums, they seem to be more your style.
