Modding is far more complicated than it first seems. However if you have the right programs it can be made a little easier.

To make tracks, you can use Bob's Track Builder (it has its own forum here in the main index). You can export tracks directly to RBR and rFactor with it.

Making cars, I'm not so sure. 3DSMax, maybe? A more enlightened individual than me might point you in the right direction.
