Mod without the whole RSRBR thing?

can you get anymods that dont depend on the whole rsrbr kit. So maybe improve visuals or add cars etc.

Yes you can. The downside to it is that you manually have to copy and paste lots of text into ini-files for each car you install, along with audio and other things that belong.
The czech online plugin is based on you downloading and equip the game with the files you need to drive the cars and stages you wish to drive, and that is one of the simplest ways of modding the game
