License system and racing school

..and make this mandatory for servers that require any higher license level to have completed these license tests offline.

A lot of racing rules across real series are similar, and advice could also be included to let people try things; for example, stay out of trouble on your first lap, let some AI cars crash on purpose somewhere during the first lap. See how this helps you get better in races.

But more than that also overtaking etiquette; if the game would make AI cars slightly slower through the corners, the player would be forced to do most of the overtaking there.

Another few things (and for each the ability to turn on or off in server):
- for any track to be joined online, complete a number of laps offline without penalties
- for any car class to be driven, a number of laps offline without penalties
- clearly visible which rating has been unlocked (also on driver labels above cars, so you know slightly what to expect from someone ahead or behind)
- consistency challenge; if a player goes off too many times, drop a license
- ability to avoid incidents based on the above (slow down on yellow flag, drop a license online when not abiding)

As things based on contacts are always pretty difficult to determine for a computer to judge who was wrong (or can lead to extreme blocking I've sometimes seen on iRacing) I'd focus more on educating on that front than hard limits.

Of course it'd be best to implement this in a fun way with a little competitive element (optionally) so it does not feel too forced.
