Launching Issue

When trying to launch bobs track builder it comes up with a box with continue or quit, continue brings up the exact same error message and quit shuts down the program, this is the details of the error

have you insalled one lately? Or updated one of your own?
No, I just have the base game off of steam, literally just installed it onto my other laptop. I solved it on one laptop without a clue how and now it does the same on the other laptop which racer works on and comes up with a message saying 'C:\Users\Redacted\Documents\BobsTrackBuilder\Projects\Default\XPacks\Default.zip' is denied. I don't know why cause there is nothing in the folder. I moved the existing XPacks into the file then just said they were denied access. I need both BTB and racer working on the same laptop for my dissertation

On this laptop I have the common and default zip files in the file stated but didn't have them in my file on this laptop. Am going to reinstall software and copy in those files if they aren't there on the other laptop
