Go to the website:
https://www.dirtgame.com
Sign up/log in.
Click the "leagues" button on the left hand side
Click the "Find A League" Button up towards top right
Enter "RaceDepartment" in the search box
Click the "Request To Join" button.
When your request has been approved, launch DiRT Rally and select the "Leagues" screen from the main menu and you should see the league in game.
