How to edit game content in steam + edit track locations?

Hi, ive just installed the crowne plaza add-on (ive also got the online version of GTR evolution (standalone), and i was wondering, how do i edit the game files? cos i cant find them anywhere apart from user data, all i rly want to do is set the plaza raceway to be in the US (by putting a US flag next to the name in the menus, since it looks out of place without any).
