How do I make a custom App?

Hello guys. I've recently been getting into vintage racing on Assetto and have been thinking of something I want to make. I want to make a old style pitboard that pops up every time I cross the finish line. I run no HUD, and the live timer ruins some of the character of vintage racing. Where would I start? What programs do I need to make this?

An image editor to make png files (GIMP for example) and a text editor for the python is all you need. There are also apps with premade structures for creating UIs that you'd need to get into specifics.
