It is because you have not uploaded into our mod section, using the resource manager, here is the relevant section of the thread that Tom gave you a link to. Please upload your file as a F1 2013 Miscellaneous mod.

How to upload and share your mods?
In the brand new F1 2013 Resource Manager you'll find five different categories under which you can file your project(s):

• F1 2013 Helmets (Helmet Packs and Individual Helmets)
• F1 2013 Gloves & Suits (Driver gloves and Team uniforms)
• F1 2013 Steering Wheels (Steering Wheel Skins etc.)
• F1 2013 Cameras (Camera adjustments and changes)
• F1 2013 Tracks (Track textures, advertising changes etc.)
  
• F1 2013 Skins (Individual Car skins)
• F1 2013 Season Packs (Season Mods, Multiple Car Skin's etc etc)
• F1 2013 Database (Database mods. Driver/Team changes, AI/Damage tweaks, etc.)
• F1 2013 Misc (Miscellaneous mod files that don't fit in any of the above categories)
• F1 2013 Guides (This is for written documents only. Helpful guides on how to mod)

*Please Note*
All projects must be uploaded via the Resource Manager. No projects will be accepted without you using the Resource Manager.

Select a sub-category and click the "add resource"button in the F1 2013 Resource Manager and complete all the fields. Once once your mod has finished uploading an automatically created discussion thread with a prefix, and a download link will appear in this sub-forum where the community can give you feedback, leave a rating (important!), ask for support or just thank you for all the work you've done.
