Yes, same model for all teams possible, and season mod too, but i don't know about liveries. Looks like it's possible, because in F2 mod for F1 2018 maked different liveries for full peloton with one car model.

You can't make a livery for the 07 Ferrari because it is horrible to work with. You can make each livery separate though, but then you run into an issue of not being able to change driver or teamnames

The way the Game handles F2 cars is very insteresting indeed. Do you think it would be possible to swap the F2 car model for a 1996 Williams for example ? And then ask the game to use our new F2 cars (96 Williams) instead of regular 2019 F1 cars ?

I think possible to do swaps of all in-game cars. You can make it by yourself using tutorial.
