For offline races you should be okay. Don't know about online races

The files are checked by Steam, so I believe it is not possible - I may be wrong though

You can mod the game ofc,there is only a steam version of the game anyway ,so far it works fine and as intended.
Last year we had like 20 mods installed into the game and worked flawlessly online(note that if you modify anything other than visual mods it wont work).

Another point to note is that you may have to reinstall mods after a game update is installed. Best to use something like JSGME or similar to manage your mods.

No Any Kind of Graphical Content will be allowed for Online Races
But Mods which has Database Tweaks, Performance Tweaks, XML Files wont allow to have on line racing.
