DDS Converting?

I've been trying to convert Game Hard 4.0's Satsuma GT Interior texture for 4 hours and I have not found any program that can convert to DXT-5 from what the file is currently (tex.dds) and I do not know what DXT it is. If anyone can tell me a program to help me get this working I would appreciate it.

Edit: After about nobody except one person attempting to help me with installing an old NVidia plugin for Photoshop which has not worked (will try to work on getting it to work) I dug deeper into the subject and figured out after 7 HOURS of working on this paint (dot) net can save into different DXT formats so issue is resolved. Hope if anyone that comes across this subject and needs the same help can take this as the answer.

.dds is the extension for DXT files. You can open/save dds/DXT files with Photoshop or the Gimp after installing a plug-in.

I've tried finding Photoshop plugins to convert my file to the supported DXT but I've got no luck after the last supported CS6 NVidia plugin doesn't support any higher and CS6 is longer a thing. So I guess I'll try Gimp.

The DXT nvidia plugin works with all recent Photoshop versions. I use it with the latest CC Ps without any problem.

This is not with me. I've attempted and I don't get any results so maybe I have to install it a different way with the CC's then the CS's.

Make sure to select the right CC version in the nvidia plugin installer (as creative cloud keeps old Ps versions if you don't delete them). The dds64.8bi plugin must be in C:\Program Files\Adobe\Adobe Photoshop CC 2019\Plug-ins\File Formats.

This did not work for me. Am I missing something?
