best graphics settings 1070 help needed lost of stuttering

can someone help me with this please lots of stuttering when racing other cars don't get it when the race starts no problem but when the cars spread out I get lots of it.

racing 9 ai cars all settings on high motion blur off
 
Stuttering can be caused by background processes. Trace what uses most cpu during the game. Might be video capturing, audio drivers, etc. List is endless. IF you need support post on the official forum and attach the game logs.
 
found my sweet spot works perfectly on all circumstances check my settings in the pictures




I know v-sync is on but no matter what I do still get some screen tearing.

15% sharpness? Haven't tried such a low setting.
Be aware that V-Sync works this way: if it can't hit the refresh rate of the monitor with a full frame per Hz, it will CUT your FPS down to half the refresh rate.
With the settings you have I doubt you are producing in excess of 144 FPS all the time.
In the Nvidia 3d settings panel, choose adaptive sync. And set the FPS in-game limiter to 141, and disable the in-game v-sync setting.
Post a summary of your nvidia control panel 3d settings for ACC and I can help further.

Running an ultrawide 2560x1080 with no stuttering, occasional mild screen tear.
I have turned sharpness WAY up to 200% everything was so blurry outside of the car it was hurting my eyes, much better now.
I do have things turned down quite a bit but I'm getting 55-60fps in traffic, 80-90fps alone hotlapping.
