Force India didn't report it? He kept his position and Force India didn't care?
I don't know, the only thing I know is that it needs to be reported, if you as a team don't report it, nothing will be done.

Massa at T1, and Perez at Lesmos pretty much proved that it is more than possible to drive side by side inside the track limits without contact.
