This file is developed for both PC2 and AMS2 and it feels almost the same between them. This brings PC2 FFB to a higher level than stock AMS2 for most quality wheel bases.
There are different variations of the file included in the zip file. They are simply guesses at what might work best for each wheel base type, but there is such a difference between the wheel bases that you are advised to try both the "mid level" as well as the "high end" version if you have a belt type wheel base.

* Recommendations *
Gain: Overall strength. Adjust down as much as possible where it feels the best when cornering at high speed. The lower the gain is set, the more dynamic range is left for the FFB signal. This is specially important for high down-force cars. You want to always go lower in the gain setting for these cars than normal low down-force cars.
Volume: Center feel volume. It achieves 2 things:
1) To have the right amount of strength at the center for the car you drive. Adjust lower or higher as you need to.
2) To make cornering forces weaker or stronger.
* If cornering forces are too high: Raise the volume and lower the gain.
* If cornering forces are too low: lower the volume and raise the gain.
Tone: Road feel. 50% recommended as start.
Fx: Scrub scale, engine vibrations etc. ~50% recommended as start.

1. Should not be the case. Please notice that "Tone" slider is used for "power-steering" strength in this file. This allows an extra way to adjust center vs cornering strength. I think maybe you have it too high?
2. It does not for me, but it depends what you mean. Each car has different tyres, that should be felt. Also you feel the downforce as well as speed progression different for them all. The way to feel the cars more different is to adjust the "Volume" slider. This not only adjusts center strength, but also the caster and pneumatic trail. Going higher volume makes shorter trail and so the centering is quicker. This is important for slower, less downforce cars.
