Reduced motion blur 1.1

Heard that Dirt 4's motion blur will be adjustable so this mod is made to reduce the blurring effect in Dirt rally. There will also be no colour fading during impact. Playable online.
Replace the file " effects.xml" in the postprocess folder accordingly.
