Detroit Belle Isle 2021 1.0

A much needed face lift for the Detroit Belle Isle 2017 Track which can be found from a quick search on the interweb. Changes include new tarmac shades all around the track and new sponsor signage. Had to make a couple of small compromises as usual with textures being reused in the track file. Make sure you have a skins file in the folder.
