Lighting and road fixes

changelog v1.20
- enhanced lighting by @CrisT86
- road mesh raised to prevent cut-off wheels
- skids shaders fixed
- added crowd_facing spectators
- fixed things as ksFlag not being flags
- removed 4x3 loading screen & other errata
note: if the track crashes on loading, simply delete ./data/crowd_facing.ini
