If i read on the site it says

★ Compatible OS ★
Windows XP
+ Windows Vista is confirmed yet.
+ Windows 2000 may works, but not confirmed yet.
+ You may face with error on Windows 95 and 98. Not confirmed yet.

so im amusing it work on vista and win 7. In the race 07 forum you say you have triple screen, and want it to work on a laptop through LAN, so can you confirm it work on a single screen, have you tried it...
Then i think you have to set up a Lan connection between the laptop and pc

This Takatec display is very reliable in network mode and I use it in GTR Evo, Richard Burns Rally, rFactor, GTR2 and GT Legends. It apparently also works in LFS.

You need to edit the ini files by enabling LAN_SW=1 (ie turn on LAN Mode) on both PCs

On the racing computer, set LAN_MODE=0 (to send out data) and enter the IP Address of the second computer. Leave the Port Number=12345.

On the second computer set LAN_MODE=1 (to receive data) and enter the IP Address of the racing computer. Leave the Port Number=12345.

On both computers, set desktop_Icon_and_Taskber_AUTO_HIDE=0 and Addon_Sw=1

This is enough to work in LAN mode. I had issues where the second telemetry screen (with steering and pedal inputs, tyre temperatures, gear, RPM etc disappeared.

If this happens, right click the red icon in your Windows taskbar, and select MoTeC_Add_SW as for me, that enables and disables that add on telemetry screen.

The Takatec software working in network mode works zero lag, but chews about 5% CPU on the second PC.

Below is a screen dump from my second PC. I run Takatec on the racing computer's 4th monitor and in network mode simultaneously:
