We only use "regular" numbers, without any 0 or 00 before the actual number. This is partly because we like to keep the system clean and less confusing with only one car with each number, and partly because in real life rallying the official cars that go through the stages ahead of competiotion to see that spectators are on safe spots before the rally starts use 000, 00 and 0.
