Racing leagues

I am fairly new to the forum and would like to get involved in leagues however when I go to look at the rules and regs it tells me that im not allowed. Is there something I have to do to be able to view them? I would like to start racing soon so any help is appreciated. Thank you

@Matt Gale , license applications for racing have been suspended but will reopen again very soon. The new plan will require a Premium membership. As I understand it if you become a Premium member now you will be eligible to race: http://www.racedepartment.com/threads/applications-closed.98837/
