Incidents:

#1
Driver(s) Involved: Ivar Kalamees and Jernej Simoncic

Lap/Replay Time: Lap 1 - 3:41

Review: Kalamees is heading for T1 in the middle of a group of drivers, he starts to brake before the group in front, but then lifts his foot off the brake briefly, causing him to have significantly more momentum than the cars in front. He attempts to go on the inside the avoid Simoncic in front, but locks both of his front brakes and makes light contact with the side of Simoncic as they reach T1.

Verdict: Official Warning for Ivar Kalamees

#2
Driver(s) Involved: Blair Disley - Michael Francesconi

Replay Time: 4min 6sec

Review: Disley and Francesconi are heading for T4, with Disley on the inside and Francesconi on the outside. Disley brakes early which allows Francesconi to make up significant ground on the outside, getting the majority of his car in front of Disley. As they turn in to the corner, Francesconi leaves a moderate amount of space on the inside, which Disley takes. Francesconi continues to tighten his line slightly, which Disley seems unprepared for. Disley makes light contact with the left rear of Francesconi's car, causing Francesconi to spin in to the wall and stall his car.

Verdict: 0.5 Penalty Points for Blair Disley, while this incident had a dramatic end, the contact itself was very small.

#3
Driver(s) Involved: Marcel VD Linden - Eros Masciulli

Replay Time: 4min 12sec

Review: VD Linden and Masciulli are heading for Lesmo 1 side by side, VDL on the inside and Masciulli on the outside. Masciulli takes a relatively wide entry, leaving space on the inside if VDL can keep very close to the curb. VDL carries a bit too much speed, and doesn't take as tight of a line as Masciulli needs. They make contact in the middle of Lesmo1, which causes VDL to understeer deeper in to the corner, eventually ending up with VDL taking the position from Masciulli.

Verdict: Official Warning for Marcel van der Linden, this was pretty much 50-50, VDL kept his line until the contact, which was caused by Masciulli's slightly too tight line in the middle of the corner, but VDL could not have kept his line for much longer with his apex speed.

#4
Driver(s) Involved: Ivar Kalamees / Philipp Puschke

Lap/Replay Time: 4 / 8:18

Review: Puschke and Kalamees are approaching T4 side by side, with Kalamees on the inside and Puschke on the outside. Their cars are nearly perfectly side by side as they approach the turn-in point. Puschke starts to turn in too early considering Kalamees is right next to him. Puschke continues to turn in, pushing Kalamees on to the anticut on the inside of the corner, causing Kalamees to lose significant momentum, and the position to Puschke.

Verdict: 1.0 Penalty Points for Philipp Puschke

#5
Driver(s) Involved: Jeffrey Rietveld / Morgan Morand

Lap/Replay Time: 27 / 41:19

Review: Morand and Rietveld are driving side by side in Lesmo 1, with Morand on the inside and Rietveld on the outside, Morand has about half of his car ahead of Rietveld. Both drivers initially give eachother space, until we reach the 2nd half of the corner. Morand starts to accelerate and his car starts to move further towards the outside edge of the track. Rietveld stays on the outside, hoping Morand will give space eventually, but Morand continues to move towards the outside until Rietveld's left side tires go on the gravel, and he is forced to back off.

Verdict: 0.5 Penalty Points for Morgan Morand, in the "Post-Race Discussion" thread Morand even commented that he had no intention to give Rietveld space on the outside

#6
Driver(s) Involved: Jeffrey Rietveld / Morgan Morand

Lap/Replay Time: 27 / 41:36

Review: Rietveld and Puschke are approaching Ascari side by side, with Puschke on the inside and Rietveld on the outside. Several car lengths in front of them, Morand is driving on the ideal (outside) line towards Ascari, when he suddenly moves to the inside, presumable to eliminate slipstream from Rietveld and give it to Puschke instead, Morand then makes another sudden move back towards the racing line, before the braking zone for Ascari.

Verdict: While this manouver looks suspiciously like weaving (which should be penalized), the race director would like to take this opportunity to give a general warning to all drivers not do this in the future, or penalties will be given

#7
Driver(s) Involved: Martin Gosbee - Yannick Lapchin

Replay Time: 50min 23sec

Review: Gosbee and Lapchin are approaching Ascari, with Gosbee in Lapchin's slipstream. Lapchin makes one initial move towards the outside edge of the track, as they near the braking zone, Gosbee pulls out of the slipstream to go on the inside, at which point Lapchin makes another move towards the inside of the track, causing Gosbee to make a swift move to avoid contact, losing momentum in the process which allows Lapchin to keep the majority of his car in front of Gosbee. As they reach the braking zone, Gosbee brakes earlier than Lapchin, causing him to lose ground, but then tries to make a late dive on the inside, resulting in contact and for Lapchin to spin and lose multiple positions, eventually stalling his car.

Verdict: 1.0 Penalty Points for Martin Gosbee, Official Warning for Yannick Lapchin for multiple direction changes.

#8
Driver(s) Involved: Morgan Morand

Lap/Replay Time: Race cutting

Review:

Lap 5 - 10:14 cut Ascari exit
lap 9 - 15:51 impossible to determine if cut = clean
Lap 11 - 18:39 impossible to determine if cut = clean
lap 13 - 21:28 clean
lap 19 - 30:13 clean
lap 22 - 34:25 clean
Lap 24 - 37:13 clean
lap 28 - 43:11 impossible to determine if cut = clean
Lap 30 - 46:00 cut Ascari exit
Lap 37 - 55:48 cut Ascari exit
Lap 39 - 58:35 cut Ascari exit
Lap 42 - 63:09 impossible to determine if cut = clean
lap 46 - 68:46 cut Ascari exit
lap 47 - 70:10 impossible to determine if cut = clean

Verdict: Nothing, less than 10% cut laps

Appeal #1 (Incident #7 - Gosbee vs. Lapchin)

The appeal from NetRex states that since Gosbee kept his nose alongside for the entire braking prior to this incident, Gosbee should not be penalized and the blame should be put on Lapchin for turning in on Gosbee.
The COA finds this corner a particularly tricky place to overtake; due to the high speed and narrow road on the entry, there is only space for one car to enter the corner. The COA does not think Lapchin had the option to turn in much later without running off the track. Moreover, since Lapchin was so clearly ahead of Gosbee he did not have the option to back off. The warning that Lapchin got from changing directions multiple times earlier stands.

The COA finds the driving of Gosbee a tad bit overoptimistic. As the director's decision read, Gosbee seemed to be slightly conservative on using his braking power, and moreover, he seemed unwilling to compromise his entry by turning in earlier, which he had the space for. Instead, Gosbee aimed at the ideal entry point, from which two cars cannot enter simultaneously into this corner. Finally, since Gosbee was the one clearly behind Lapchin at the braking point, he had the option to back off and attempt an overtake later, which the COA feels he should have done in this case. To sum it up, the COA suggests no change of penalty to either Lapchin or Gosbee.

Appeal Result: penalty stands
Appeal #2 (Incident #8 - Morand cutting investigation)

The appeal from Precision Motorsports states that since lap 37 of Morgan Morand is considered a cut, so should laps 28 and 42, based on a fairly similar car positioning on those laps as is shown in the provided screenshots. Although the COA agrees with this logic, all members were in favour of rejecting the appeal based on other grounds, which are highlighted in the following:

- The diagonal white stripe is essentially a design flaw of the circuit maker. It is up to the driver to follow the rules, but in this case the track flaw is of such extent and so hard to spot that it gives enough reason alone to excuse the driver.
- The rules are made to protect the drivers. In unclear cases the ruling should generally go in favour of the driver. In this case, the suggested "cuts" are beyond detectable by "bare eye" means and require a highly specific angle, zoom and pause button combination. The COA does not expect any driver to analyze his driving up to this detail level, even if he happens to drive in the FSR World Championship. Consequently, this decision goes in favour of the driver.
- In past cases in the World Championship and World Series, directors have measured cuts using an angle above the tire without applying a specific zoom below the driver view level. This is for the sake of consistency in cut decisions. If a cut would have required specific angles or zoom levels to be spotted, it has generally been judged in favour of the driver (no cut). The angle and zoom provided by Precision Motorsports is totally different from this unwritten standard and does affect the end result. From the standard angle and with a "human" zoom level, only 1 or 2 cuts of Morand can be spotted clearly. The view of this COA member differs from the race director's decision to count as many as 5 cuts in total for Morand.

Appeal Result: Director's decision stands
