F1 2010 Multiplayer cars and performaces question

Hi all,a newbie here looking for some clarifications about car's performances in multiplayer when the option "same performances for all cars" is enabled.
Does this option lowers fastest cars performaces or improoves the worst cars to the top ones level ?
And also does F1 2010 simulate the different chassis and sizes of the cars and they're relative reaction to box settings ?

I have read somewhere that the performance 'equal' actually means that everyone is driving a red bull car, but I have no official confirmation about this sorry...

Edit: found where I read it, seems some1 got confirmation on twitter from one of codemasters developers. It's still not an official confirmation, but it's the best I can do here
