Is there an app that measures consistency over several laps?

ACC has a speed measure which, if I recall correctly, averages over several laps. I'd like an app (or maybe something to post-process the data?) that would let me see something like "you did five consecutive good laps and they were all within 5% of each other" or something along those lines.

Two questions:

1. Does such an app exist?
2. Where would one start to learn what counters, logs, resources, etc. in the game and/or CSP and/or CM would be available to create such an app?

I (used to, anyway) know how to write software, just don't want to reinvent the wheel and don't know much about the AC programming environment (LUA, et.).
