It's all been written before so I'll just post the link for a while.
About the only thing that's changed since this was written is that many zipped packages now have a the track or mod folders inside another folder and that one has to be removed before dropping the mod into Race 07. So, Always look into the track folder to see if it the track folder or whether it hold two folders named Gamedata and UIdata. A Folder with both of the folders goes to Race 07, a track folder without the two goes to Race07\Locations.
