General How do I get my game to look good?

I downloaded this: https://www.racedepartment.com/downloads/photorealistic-filter.34050/
And changed the preset settings. Still doesn't work.
I set motion blur to off, game still looks like blurry & bad, compared to the screenshots.
Anyone know what to do to fix this?

Do you have the Depth of field setting enabled in your video settings? If so turn it off and use it just for replays

This appears to be a lack of AA and AF. Turn them on or up.
