KS_LagunaSeca texture tweaks 0.3

This is a texture tweak to Kunos version of Laguna Seca to remove/reduce the blue tint from the asphalt, making it bit more balanced I think.

this doesn't require any opening of the kunos files, it's simply "SKIN" for tracks, therefore it is not against Kunos modding policy

to install copy the content into skins folder in the ks_laguna_seca\skins
