Added setup tips window size options in the INI

;setupTipsWidth is the width of the setup tips window. Default is 570

This update adds yellow flag logic to the mini window.
Since I've been running in VR I've been working on ways to improve framerates when at all possible. If you are using the default gui_scaling in the INI then the mini window will run in a new mode that should provide the best fps possible (in VR or otherwise).

The mini window can also show the just completed laptime if you enable it in the INI.
;miniShowsLaptime enables/disables showing laptime info in the mini window. Default is 0, set to 1 to enable

There is a new data only window. There was a request to have an option to see laps left, etc without the spinner for selecting laps worth of desired fuel on the next pit stop, and the new data window should provide the quickest way to get that basic data on screen while also preserving framerates as much as possible.

There's also a few minor bug fixes and tweaks, like you don't have to wait for the race to start to see how many laps worth of fuel you have. :p

There are now 3 new entries in the INI for controlling the blue flag info on the mini window.

From the INI:
;showBlueFlag enables/disables showing blue flag info on the mini window background. Default is 1 to show Blue Flags, set to 0 to disable
;blueFlagMin is the gap, in seconds, when the blue flag is at the full brightness. default is 0.25.
;blueFlagMax is the gap, in seconds, when the blue flag just starts to become visible. must be larger than blueFlagMin. default is 2.0.
Since I've been doing endurance races in VR I've been working to reduce the number of apps at race time to a bare minimum, so I rolled blue flag info into the fuel usage mini window. Many thank to @Fernando Deutsch for allowing me to borrow his blue flag code as a very good starting point.

I've also been looking for a way to view setup tips in VR, so I added a window for that as well.

If anyone has issues with these new features, or ideas for ways to adjust the setup tips (either formatting or content) please let me know. I'm not guaranteeing the tips are correct in every scenario, it's just what I've been using lately to help guide my decisions in GT and open wheel vehicles.

There is a new "app/window" in fuel usage (the one on top in the picture below) that shows an estimate for how long you could run with the current fuel load based on your best and last lap times.

I haven't made an icon for it yet, but it should show up directly beneath the "fuel usage mini" icon in the app tray. I may also need to adjust the text/verbage, but I think it's fine for an initial release to get feedback.

Sometimes AC will fail to load apps, and when you restart the session (maybe more than once) it will load the app it failed to load the first time. I have a suspicion that this may be due to library files like sim_info being a shared resource in the AC engine, so I've created a unique fuel_usage_sim_info file for this app to try and resolve the issue.

If there are any issues using this version of fuel_usage please let me know.
There is now a "Fuel Usage Mini" display that only shows up when you are in the pits, for several seconds after crossing start/finish, or when you have less than 2.25 laps worth of fuel remaining. At all other times the Mini is transparent.
The V1.19 had a bug where it would always use 1.0 for the "lapsOverage" value from the INI (sorry). This V1.20 will now properly load the value from the INI.
The V1.19 update includes the ability to calculate how much fuel you need to add to complete a specified number of laps. It also attempts to retain and streamline all the relevant features for endurance racing, like comparing last laps fuel usage to the average.
You can now scale the whole app by using the gui_scaling INI entry. I have also removed the title, as I felt it was unnecessary.
There are no big functional changes here, just some minor things that I've tweaked to try and make the display of info slightly more real-time and the formatting of the numbers more consistent.
