Its possible to create a caree with custom car and track with this version?

Yep!

For mods you have to do this:
for cars mod write the car name in the "data\cars_name.txt" file
for skins mod write the skin name in the "data\cars_skins.txt" file
for track mod write the track name in the "data\tracks.txt" file

I will implement automatic mod scan later.
