Restrictor Plate Engine

The hdc file for every car contains:

"Normal=xxxx
RestrictorPlate=xxxx"

and every car has the same engine listed for both.

Does this have any relevance to GTR2? or is it a holdover from some other Simbin title? or something intended but never implemented?
